Should I Cover My Ankles and Feet (Women)?

About the Hadith in Which a Garment length issue was discussed with women and Umm Salama.
Ibn Umar reported: the Messenger of Allah (pbuh) said "Any one dragging his garment behind him out of pride, Allah will not look on him on the Day of Resurrection".
When Umm Salama reported this issue about the length of a woman's garment, The Prophet commanded them to let the garment hang down by a hand span. She questioned whether their feet would show. He then added that they might let it hang down a cubit long.
What does it teach us?
The first thing this narration teaches is to have humility and not clothing that can be used as an arrogance or as pride, hence, the Prophet warned. Second, woman were commanded by the Prophet to make sure that their garments are kept at a certain length since Umm Salama complained to the Prophet that the feet showed at this length. Women then could let them drag down by a cubit long. The third thing which may be seen is that a specific thing must be followed for a woman to be protected while the others are optional depending on many other factors since a hadith cannot state everything in a narration and since woman's awrah and dress have been discussed by Scholars.
Garment Length.
For men and women, it is commanded to wear suitable clothing. When regarding a woman the mentioned measurements in the hadith must be taken and used. Since woman are commanded to cover, covering their feet and ankle would make sure that there is a protection from outside which makes it more respectful, and the Prophet made it very clear that it is obligatory to follow His Command and what He has permitted you is enough for you but never cross.
The Proper Length and the woman's dress.
When it is said that woman's clothes should be one cubit long, there must be considered a normal situation that has to be applied in many cases. The Prophet made some measurements explicit, while some implied. The most critical factor in dressing is sincerity of heart and when someone is observing properly Islam will surely bless her as in an other hadith, When someone is wearing Hijab, Allah grants rewards to this effort so woman's foot will never be an easy area to do so, therefore they should respect it and cover them.
What were the circumstances surrounding the question?
Umm Salama was concerned that she would expose her feet, and therefore the garment had to be one cubit long instead of one handspan. This demonstrates that if women felt their feet were exposed even with one handspan down the Prophet allowed women more flexibility as long as no showing through the Islamic dress nor wearing them as arrogance, so hence the women should wear long garments rather than short garment. And thus it will be assured not to show the feet's soles or ankles.
A balanced understanding.
There are different Hadiths regarding whether women show their feet in Islam or not. Each Hadith should be examined together with the context. For women, to let their garment reach to one cubit is enough to avoid showing their ankles and feet so they should not take an additional measurement unless if the woman herself wants to wear it longer.
But a Muslim woman is taught also to wear suitable long garment rather than short tight one in order to have a dignity of Islamic woman not a way of temptation, therefore if the condition of wearing a proper length of a cubit can assure to cover the feet's soles then why should women worry about it again since in this hadith the Prophet allowed her to wear it down to one cubit if she does not want her feet to show at a hands-on.

This hadith teaches and guides men not to wear their clothes below ankle with arrogance and to wear clothing so modestly and this clearly tells men and also woman how to wear and the reason behind wearing it.
For man and woman their clothing should never be a point of arrogance they are taught to have proper modesty when wearing any kind of clothe nor when they get dressed, women may use one cubit if needed to make sure the feet not showing, or they could wear it longer if they desire the right amount will show if desired. And of course, we should have correct intentions behind our dressings.
The most important things are the intention are considered significant for acceptance of worship, deeds and any kind of compliance to Divine Instructions.
